Infrastructure Support Grant (Kindergarten Conversion)

In 2013, ECDA introduced the Kindergarten Conversion Grant (KCG) to support kindergartens that intended to convert to quality and affordable childcare centres. With effect from March 2020, the Infrastructure Support Grant (Kindergarten Conversion) will supersede the KCG. To be eligible, kindergartens must be located in areas where there is demand for child care services but low demand for kindergarten services. Kindergartens must seek in-principle approval from ECDA one year prior to the proposed conversion date, to give parents adequate notice of any changes in operations.

Meant for	Non-AOP centres that convert from kindergarten to full-day childcare.
Scheme-specific Eligibility Conditions	Centres must be located in areas with unmet childcare demand. Centres must keep fees for Singapore Citizen children within the following monthly fee caps (before GST): Full-day childcare: $850 Full-day infant care: $1,450 Centres must commit to attain SPARK certification within 2 years upon licencing, and remain certified until 3 years from licencing date. Centres must operate for a minimum of 5 years upon licencing.

One-off Development Grant	Centre's Gross Floor Area x 30% x norm cost of $705 per square metre; capped at 90% of invoice amount, whichever is lower.	Centre's Gross Floor Area x 60% x norm cost of $705 per square metre, capped at 90% of invoice amount, whichever is lower.
One-off F&E Grant	$610 per capacity provided; capped at 90% of invoiced amount, whichever is lower.

The following example illustrates the amount of funding that eligible preschool operators may qualify for:

Development Grant Support (Assume that physical area of new childcare centre is 500sqm)	30% of $705 x 500sqm = $105,750, capped at 90% of the actual invoiced amount (Whichever is lower).	60% of $705 x 500sqm = $211,500, capped at 90% of the actual invoiced amount (whichever is lower).
Furniture & Equipment Grant Support (Assume that new childcare centre has licenced capacity of 100 children)	$610 per child x 100 capacity = $61,000, capped at 90% of the actual invoiced amount (whichever is lower).
Total	$105,750 + $61,000 = $166,750	$211,500 + $61,000 = $272,500

$610 per child x 100 capacity

= $61,000, capped at 90% of the actual invoiced amount (whichever is lower).

$105,750 + $61,000

= $166,750

$211,500 + $61,000

= $272,500
