Infrastructure Support Grant (Community/Sports Facilities Scheme (CSFS) premises)

The Community / Sports Facilities Scheme (CSFS) for the integration of community facilities in commercial developments was first introduced in 2003 by URA. The scheme was initially opened to only non-profit organisations with strong community outreach, to provide accessible child care services in commercial developments to the community. In 2013, ECDA and URA extended the CSFS to include commercial childcare operators who offer quality and affordable services.

Developers with qualifying commercial developments will be provided bonus gross floor area allowance, for the equivalent amount of space set aside for childcare centres.

With effect from March 2020, preschool operators who qualify to set up new childcare centres in CSFS premises will be supported through the Infrastructure Support Grant. Preschool operators may approach interested developers and apply to ECDA to determine if the proposed CSFS space is located in areas of demand. If the application is successful, ECDA will issue a letter of support to the preschool operator for the developer to submit a development application to URA.

Meant for

Non-AOP operators that set up new childcare centres in CSFS premises, e.g. in commercial properties.

Scheme-specific Eligibility Conditions
  • Centres must be located in areas with unmet childcare demand.
  • Centres and sites must be in line with CSFS guidelines.
  • Centres must keep fees for Singapore Citizen children within the following monthly fee caps (before GST):
    • Full-day childcare: $850
    • Full-day infant care: $1,450
  • Centres must commit to attain SPARK certification within 2 years upon licencing, and remain certified until 3 years from licencing date.
  • Centres must operate for a minimum of 5 years upon licencing.

Furniture & Equipment Grant Support

(Assume that new childcare centre has licenced capacity of 100 children)

= $61,000, capped at 90% of the actual invoiced amount (whichever is lower).

= 166,750

$211,500 + $61,000

= $272,500

You may submit the completed application forms to sector_funding@ecda.gov.sg. Please note that you only need to submit one application form even if you are applying for more than one support scheme.
