BASELINE TECHNOLOGY REQUIREMENTS
The Preschool Management System (PMS) will be established as a key operating enabler for the Early Childhood sector. Operators should meet the Baseline Technology Requirements (BTR) in their PMS to ensure optimal operations. The BTR covers key functions to streamline and support centre operations more effectively. Table A below details the mandatory modules that aim to digitalise tedious manual processes, improve record keeping and streamline processes by minimising duplicative data-entry efforts.
Table A: Mandatory Modules as part of the BTR
| S/N | Function Area | Mandatory Module Brief Description |
| 1 | Finance Management |

Preschools with no PMS may wish to adopt the solution with the support of the Early Childhood Digitalisation Grant which co-funds up to 50% of the PMS implementation costs. Supportable PMS packages are published here.
More information on the timelines for operators to adopt Baseline Technology Requirements would be shared in the second half of 2026.
