SPARK 2.0 Tool

The SPARK tool is developed around five interlinked criteria. There are 5 Criteria and 10 Items in the tool. The criterions, namely, Leadership, Staff, Partnership, Quality Preschool Experience and Holistic Development, jointly create the learning environment that develop the Knowledge, Skills and Disposition that children require to have a good start on their learning and development journey. Together, they play a vital role in shaping the overall quality of early childhood education.

The SPARK tool encompasses five interlinked criteria: Leadership, Staff, Partnerships, Quality Preschool Experience and Holistic Development. These criteria jointly create a learning environment that supports the development of the knowledge, skills and dispositions for children’s learning and development. Together, they propel the quality of early childhood care and education.

The quality standards represent a developmental progression of quality practices within each strand. They are purposefully contextualised to suit the Singapore’s preschool landscape, building on the foundation of structures and processes established to support preschools through the next phase of quality improvement.

Each quality standard is then unpacked into indicators for better clarity and understanding at each band. They provide concrete benchmarks for preschools to validate their current practices. The indicators are aligned to ECDA’s published guidance to preschools which includes the Early Years Development Framework (EYDF), Nurturing Early Learners (NEL) Framework, and the Skills Framework for Early Childhood.

Together, the quality standards and indicators present a roadmap to guide preschools on their quality improvement journey.
