The Singapore Preschool Accreditation Framework (SPARK) was developed in 2011 to recognise and support preschool leaders in their efforts to improve teaching and learning, and administration and management processes to enhance the holistic development of young children.

SPARK underwent a review and SPARK 2.0 is introduced in 2025 to guide preschools in the next phase of quality improvement. Building on the foundation from the past decade, SPARK 2.0 aims to promote greater preschools’ ownership in quality improvement, places a greater emphasis on reflective practices through preschools’ self-appraisal so as to provide the best child-centred quality.

SPARK 2.0 is built upon three key tenets, namely, child-centred quality, ownership in improvement quality and empowered and reflective practitioners:

• Children are at the centre of preschools' quality improvement efforts.
• SPARK 2.0 guides preschools to provide the positive learning environment and meaningful experiences to support children's holistic development and well-being.
• SPARK 2.0 adopts a strengths-based approach which recognises preschools' unique practices.
• Preschools are empowered to chart their own quality improvement journey.
• ECDA will continue to uplift the sector, with greater involvement of preschools' HQs / operators.
• SPARK 2.0 supports preschools' quality improvement by promoting intentional and reflective practices.
• Preschool leaders and educators are empowered to reflect and refine their practices to enhance the quality of early childhood education in Singapore.

By focusing on these tenets, SPARK 2.0 aims to elevate the quality of early childhood education across Singapore, ensuring a strong foundation for the country's youngest learners.
