How to apply
Overview
You must complete the subsidy application form within 14 calendar days upon receiving the email from LifeSG.
We encourage you to start the form early as the deadline includes obtaining consent from the spouse and/or family members, and submission of additional information as required.
If you miss the deadline, your application will be withdrawn, and you must request the preschool to re-trigger a new form. Any delay in your submission may result in subsidies not being disbursed on time.
Access form
You can access the form only after confirming a place for your child in the preschool and you have received the form link via email.
Log in with Singpass
All Singapore Citizens (SC), Permanent Residents (PR) and Foreign Identification Number (FIN) holders must log in with Singpass.
You can register for Singpass online or in-person at Singpass counters. It may take up to 5 working days for your Singpass password to be mailed to you, hence, please register as early as possible.
If you are a foreigner who does not qualify for Singpass
If you are a foreigner who does not qualify for a Singpass account, inform the preschool to trigger the form using your passport number. Unlike Singpass login, you will not benefit from the pre-filling function and will have to complete the form manually.
Follow these steps to log in using your passport:
- Fill in your email address.
- Key in the OTP sent to your email.
- Fill in your passport number and enrolment ID.
Verify form details
Wrong programme details
If there are errors to the preschool programme details, please withdraw the form via the withdrawal link, and inform the preschool to trigger a new form with the correct details. The withdrawal of the form will not affect your child’s enrolment in the preschool.
Wrong personal details
You and your child’s personal information will be retrieved from Myinfo and will not be editable through the form. If you find any of the information wrong, update the relevant agencies before continuing with the form. It typically takes 1 to 3 working days for Myinfo details to be updated.
Provide employment and income information
Your employment and income information are required to determine the subsidies your child is eligible for.
Working applicants
If you are an employed or self-employed applicant, your income data will be retrieved from the Central Provident Fund (CPF) Board and/or Inland Revenue Authority of Singapore (IRAS).
Non-working applicants
If you are a non-working applicant, you can apply for higher subsidies under Special Approval. Relevant supporting documents may be required and if granted, the assistance will only be for a limited period.
Per Capita Income (PCI) computation
Larger families with 5 or more family members may opt for PCI computation for higher subsidies. If you opt for PCI computation, you will need to obtain consent from your family members, and they must provide their signatures on your device.
Apply for Child Care Financial Assistance (CCFA), Start-Up Grant (SUG) or KiFAS SUG
If you are a lower-income family experiencing difficult family circumstances, and require further assistance after receiving the Basic and Additional Subsidies, you may apply for CCFA and SUG via the same subsidy form (LifeSG Form 1).
KiFAS SUG application for kindergarten enrolment can also be applied via the same form.
Applying via agency-referral
If you are applying for CCFA and SUG via agency-referral, you must submit the Letter of Recommendation (LOR) to the preschool before they trigger the LifeSG form for you.
If your LOR is not ready, inform your preschool to trigger the LifeSG form without CCFA and SUG details, so you may apply for preschool subsidies first. When you have the LOR ready, submit Form 2 to your preschool to apply for CCFA and SUG.
Applying via self-referral
If you are applying for CCFA and SUG via self-referral, you can do so via the LifeSG form. However, please inform the preschool beforehand so that they can include the SUG application in your LifeSG form.
Uploading of supporting documents
You may be required to provide supporting documents as part of your application. You can upload them as files, or use the camera function on your mobile device to upload them as images.
Forwarding form to spouse
After you have submitted the form, it will be forwarded to the spouse (if applicable) for their review and submission. They will receive an email containing the link to access the form.
The other parent will be able to review the application before submitting the completed form to ECDA.
The form is considered completed only after the other parent submits the form.
