Nurturing Early Learners (NEL) Framework
Ministry of Education, Singapore developed a comprehensive range of Nurturing Early Learners (NEL) curriculum resources to support early childhood educators in creating quality learning experiences for children aged 4 to 6. These resources consist of:
- Framework
- Educators’ Guide
- Teaching and Learning Resources
The NEL Framework was first published in 2003 and refreshed in 2012. It is complemented by the Educators’ Guides and teaching and learning resources. The current iteration, NEL Framework 2022, continues to emphasise that preschool education is not just a preparatory phase for primary school education, but more importantly, a critical stage in a young child’s holistic development as it lays the foundation for them to become lifelong learners.

Educators' Guides for NEL Framework 2022
The NEL Educators' Guides complement the NEL Framework 2022 and are designed to help preschool educators put into practice the teaching and learning principles articulated in the Framework.
