NEL Framework 2022

Nurturing Early Learners: A Curriculum Framework for Preschool Education in Singapore (NEL Framework) sets the direction for quality teaching and learning of young children. It has been updated in 2022 according to the latest developments in ECE policy, practice and research, both locally and internationally. It continues to emphasise that preschool education is an important stage in a young child’s holistic development.

The National Institute of Early Childhood Development (NIEC) offers training (fully funded by ECDA until February 2026) for eligible educators to understand and apply the key messages and principles in the NEL Framework.
