ECDA Training Award (University)


The ECDA Training Award (Uni) [TA(Uni)] is open to students undergoing the full-time Bachelor of Early Childhood Education (with Minor) programme at Singapore University of Social Sciences (SUSS) [previously known as UniSIM].

What the ECDA Training Award (University) offers

Key support from the ECDA Training Award ​includes the following:

   •     Full course sponsorship of fees, capped at fees payable by Singapore Citizens
   •     Learning Resource Grant of $1,050 for study-related expenses      
   •     Monthly study allowance of $800
   •     Professional Development Grant, capped at $1,000 per academic year ​ 
   •     Other professional development and networking opportunities provided by ECDA​

Eligibility Criteria​ 

   •     Singapore Citizen or Permanent Resident.

   •     First, second, third or fourth year student in the full-time Bachelor of Early Childhood Education
         (with Minor) programme at SUSS.
   •     Not concurrently hold or be serving out their bond for any scholarship, bursary or funding. 
   •     Keen to start their career in the early childhood sector immediately after graduation.​
 

Conditions of Training Award​

Successful applicants will have to sign an agreement with ECDA. Recipients of the Training Award will be required to complete the course successfully according to the following requirements:

ECDA Training Award (University)

Duration to complete course

To complete the course within a maximum of consecutive 4 years (i.e. 48 months)

Bond period (Upon completion of course)

Fulfil a year’s bond to the Early Childhood sector (ECDA-registered/licensed kindergartens and child care centres) for every year of support received, upon completion of course

Other conditions

Successfully complete and fulfil all academic conditions required by SUSS


How to Apply 

Application for students taking up TA (Uni) in Year 1:

Applications for admission into the July 2019 SUSS intake will open in December 2018.

       1.     Students who have been offered course enrolment into the Bachelor of Early Childhood
               Education (with Minor) at SUSS will also receive an application form in their offer 
               letter 
package. Alternatively, the application form can also be downloaded here ECDA Training Award​ (University)

      2.      Students who agree to accept the course offer can then apply for TA(Uni) by submitting the 
               completed application form, together with the proof of course acceptance 
(i.e. a screenshot 
               that you have selected the Early Childhood Education course at SUSS 
on the Joint 
               Acceptance Portal ), via email to
 
ECDA_PP@ecda.gov.sg.​​​​  
        
              Please note that all applications and required supporting documents must reach ECDA by 
              24 May 2019, 1700hrs. Late applications will not be processed.
 

     3.     ECDA will contact all successful applicants and a compulsory briefing will be held on 
             7 June 2019.

Funding Professional Development (PD) for Training Award Recipients​

The Professional Development (PD) Grant of up to S$1,000 per academic year is given to every ECDA Training Award Recipient to attend Early Childhood Care and Education (ECCE) and other professional learning courses conducted locally and supported by ECDA.

1. What is the ECDA Training Award (University) about?

The ECDA Training Award (Uni) [TA(Uni)] is for students undergoing the full-time Bachelor of Early Childhood Education (with Minor) at Singapore University of Social Sciences (SUSS) [previously known as UniSIM] commencing in July 2017.

The award aims to support students who are passionate about working with children and who wish to have a career in the early childhood sector.​

2. Why is ECDA offering a Training Award instead of a Scholarship for SUSS's full-time degree programme? 

The ECDA Training Award is offered to pre-service entrants undertaking the full-time ECE programme and are committed to a career in the EC sector. The SUSS full-time degree programme aims to attract more pre-service non-EC trained JC/Polytechnic graduates and retaining EC Polytechnic graduates in the EC sector. This is in line with the objectives of the ECDA Training Awards.​ 

​ECDA Scholarships will focus on providing support and developing the pool of in-service EC educators.


3. What funding support is ECDA offering for the ECDA Training Award (University)? 

The Award, which is worth up to $75,000 per student, includes full course sponsorship, Learning Resource and Professional Development grants and an $800 monthly allowance. Each year of sponsorship comes with a corresponding year of service to the early childhood sector.

Similar to the TA (ITE) and TA (Poly) recipients, ECDA will strengthen our engagement with the TA (Uni) recipients to support them at key stages of their EC journey. These include newsletters and dialogues to keep them updated on the changes in the EC landscape, a job emplacement programme and various engagement platforms to learn from experts and pioneers on starting and sustaining well in the sector. 

 

4. What kind of professional development programmes will be supported under the Training Award?

Recipients will be eligible for funding support of up to $1,000 per academic year for Early Childhood Care and Education and other professional learning courses supported by ECDA (e.g. specialised courses in art, speech and drama and special needs.) This funding support aims to better support recipients to deepen their knowledge and interest in these areas and apply the relevant expertise in the course of their work with children in future.

5. Can I defer my bond after I graduate?​

ECDA requires our TA (Uni) recipients to start work immediately upon graduation. However, you may write in to us for our assessment of your appeal on a case-by-case basis.​

6. Do I need to sign a contract? What do I need to know about the contract?

Yes, Training Award recipients are required to sign an Agreement with ECDA to ensure that they are committed to fulfil the obligations of the Training Award. We will hold a briefing to share with you on the contents of the Agreement (i.e. the benefits you will receive and the obligations to be fulfilled) and how to sign it.

 

7. Do I need a surety/guarantor to sign the contract?

Yes. You will need to nominate either one or two sureties, with at least one parent as a surety. The Surety/Sureties must fulfil the following requirements:​

One Surety Two Sureties
•  Singapore Citizen/Singapore PR •  1st Surety: Singapore Citizen
•  2nd Surety: Singapore Citizen/Singapore PR
•  Gainfully employed and drawing a gross income of at least $5,000 per month; or
•  Provide proof of asset
•  Gainfully employed and drawing a gross income of at least $2,500 per month each
•  Above 21 years old, but under 65 years of age
•  Not party to an existing award, bursary, or study loan agreement.
•  Not acting as a Surety or Guarantor in any capacity for any other person in an existing Award, bursary, or study loan agreement.
•  Not an undischarged bankrupt

8. Can I change employer/centre half way through the bond?​

Yes, ECDA Training Award recipients may change employer/centre during your bond period. However, you are strongly encouraged to remain in the same centre/ organisation in order to gain sufficient experience before moving to the next centre/organisation.​​


9. What happens if I break the bond? How is the Liquidated Damages calculated?

You will be liable for Liquidated Damages if you break the bond. ​The amount of liquidated damages payable by the Recipient is calculated as:

[Amount of Funding Disbursed by ECDA + (compound interest)] X
(No. of uncompleted months / Bond Period)
